kerbin-clouds.bin: where Kerbin's cloud usually is, by place and the time of day (Natural Weather's CloudClimate)

Derived from the climatology of the Kerbal Weather Project 1.0.7 (https://github.com/cmac994/KerbalWeatherProject):
the year's average of the Model for Prediction Across Scales (MPAS, Skamarock et al. 2012) run over Kerbin. Taken from
its Binary/Climatology/year_wx.bin and year_surface_wx.bin: the total cloud cover, the cover of cloud below about 2.6 km
alone (the cover above the lowest level less the cover above the fourth), and the cover above about 7.9 km (above the
seventh level), on its 2-degree grid at its six hours of Kerbin's day, as bytes. Natural Weather reads the total cover
to set where Kerbin's weather is usually wetter or drier (Model.Sample).
